S445 - Regulatory Reform Act of 2026. (SL 2026-59)

Overview: Section 23 of S.L. 2026-59 (Senate Bill 445) adds the North Carolina Concealed Carry Association (NCCCA) and U.S. LawShield to the list of organizations that can certify or sponsor firearms safety and training courses, and adds NCCCA‑certified instructors and U.S. LawShield–certified instructors to the list of instructors permitted for firearms safety and training courses offered by law enforcement agencies, colleges, private or public institutions or organizations, or firearms training schools.
This section became effective July 1, 2026, and applies to permit applications submitted on or after that date.
