Overview: Section 43.26 of S.L. 2026-41 (Senate Bill 257) codifies an authorization for the Department of Transportation (DOT) to enter into agreements with the North Carolina State Bureau of Investigation (SBI) to place automatic license plate readers (ALPR) within land or rights-of-way owned by the DOT, provided all of the listed conditions are met.
The SBI may enter into agreements on its own behalf or as an administrative agent of a federal, State, or local law enforcement agency.
No later than March 1 of each year, the SBI shall submit a report to the Joint Legislative Oversight Committee on Justice and Public Safety containing the listed information with respect to each law enforcement agency that places an ALPR system on land or rights-of-way owned by the DOT.
This section became effective July 7, 2026.
