Overview: Section 2A.10 of S.L. 2024‑57 grants an additional year for the North Carolina State Education Assistance Authority (SEAA) to establish a domicile determination system for all Opportunity Scholarship recipients by allowing the parents of recipients to certify that they meet the domicile requirements for the 2025‑2026 school year, with 6% of those certifications being verified by SEAA.
This bill was vetoed by the Governor on November 26, 2024, and that veto was overridden by the General Assembly on December 11, 2024. This section of the act became effective December 11, 2024.
