Overview: Section 43.10 of S.L. 2026-41 (Senate Bill 257), as amended by Section 11.6 of S.L. 2026-61 (House Bill 268), does the following with the intent of reducing administrative costs, streamlining vehicle registration processes, and enhancing efficiency:

  • Eliminates motor vehicle registration cards and motor vehicle registration renewal stickers and requires the Division of Motor Vehicles (DMV) to instead primarily utilize electronic means to administer registration records.
  • Requires the DMV to develop, implement, and maintain an electronic vehicle registration system that allows vehicle owners, law enforcement agencies, and other authorized entities to access and verify registration status.

This section becomes effective October 1, 2026, and applies to motor vehicle registrations and registration renewals applied for on or after that date.
