Overview: Section 43.23 of S.L. 2026-41 (Senate Bill 257) amends the Department of Transportation unit pricing data collection baseline for transportation goods used in highway maintenance and construction projects utilized to set annual future cost targets, originally based on the 2015-2016 fiscal year, to a rolling average of the three previous fiscal years that is adjusted for inflation using the National Highway Construction Cost Index.
This section became effective July 1, 2026.
