Overview: Section 43.7 of S.L. 2026-41 (Senate Bill 257) requires the Department of Transportation to prepare a cash flow financing plan to fund capital replacement needs for all divisions of the Department over an eight‑year period based on the building replacement schedule found in the 2024 Report on the NCDOT Facilities Management Division Capital Projects. The Department shall submit the plan to the Joint Legislative Transportation Oversight Committee and the Fiscal Research Division by March 15, 2027.
