Overview: Section 32 of S.L. 2026-46 (House Bill 1094) authorizes a Guy Harvey Foundation special registration plate, which bears the phrase "Protect Our Oceans." The plate has an additional $20 fee that will be transferred equally to the University of North Carolina at Wilmington, North Carolina State University, the University of North Carolina at Chapel Hill, and East Carolina University, to be used to support their marine biology programs.
This section became effective July 7, 2026, but the Division is not required to issue plates in accordance with the authorization until 180 days after the date the Division has received the required number of paid applications and the final artwork for the plate has been approved.
