Overview: Section 24 of S.L. 2026-46 (House Bill 1094) requires the Department of Transportation to amend its criteria for the scope of a traffic impact analyses to include the use of a population growth factor equal to or greater than the average of the highest three of the previous five years in the county in which a development is located.
This section becomes effective October 1, 2026.
