Overview: Section 42.8 of S.L. 2026-41 (Senate Bill 257) allows the Legislative Services Office to update and execute a long-term master maintenance plan for the State Capitol Building and the Capitol Square. Development of the plan was authorized in 2021 by S.L. 2021-180. This section expands the plan to include the interior, structural elements, and the grounds, and directs the Legislative Service Office to purchase and place on the grounds of the State Capitol (i) a monument celebrating North Carolina's contributions in the Revolutionary War and (ii) a monument honoring the Reverend William Franklin "Billy" Graham, Jr. This section also requires departments who have custody or jurisdiction over a portion of the Capitol to consult with the Legislative Services Officer.
This section became effective July 1, 2026.
