S257 - 2026 Appropriations Act. (SL 2026-41)

• Requires that when purchasing motor vehicles, the Department must not pay more than $30,000 per car and not more than $55,000 per pickup truck, sport utility vehicle, or van unless authorized to do so by the General Assembly. The purchase amounts may be increased every two years by an amount equal to the percentage increase in the automotive component of the Consumer Price Index for All Urban Consumers for the type of vehicle purchased.
• Requires the Department to increase the base monthly lease rate and the monthly per mile rate charged to each State agency for a motor fleet vehicle by an amount equal to the percentage increase in the automotive component of the Consumer Price Index for All Urban Consumer for that type of vehicle.
• No later than February 1 of each year, the Department must include in a report to the Joint Legislative Oversight Committee on General Government, the House Appropriations Committee on General Government, the Senate Appropriations Committee on General and Information and Technology, and the Fiscal Research Division the following:

• An inventory of all motor vehicles in the motor vehicle fleet, including vehicle usage, by vehicle class.
• The current base monthly lease rate by vehicle class and model, and when the next vehicle class rate increase will be effective.
• The monthly per mile rate for every mile over 1,050 miles per month, and when the next  monthly per mile rate will become effective.
• A telematics summary by vehicle class and model.
