S257 - 2026 Appropriations Act. (SL 2026-41)

• Requires the Department of Administration (Department), no later than November 15, 2026, to submit a report to the Joint Legislative Oversight Committee on General Government and the Fiscal Research Division detailing a current and accurate inventory of (i) all land owned or leased by the State or by any State agency and (ii) all buildings owned or leased, in whole or in part, by the State or by any State agency. The report must include the following information:
  • For the land inventory, the location, acreage, description, source of title, and current use of all land (including swamplands or marshlands) as well as the agency to which each tract is currently allocated.
  • For the building inventory, the floor plans of every building and certain detailed information.
• Directs the Department to consult with the North Carolina Trucking Association to create within the report a record of land directly adjacent to the highways and interstates that provide areas for commercial motor vehicles to park.
• Requires the building inventory, if a building is vacant, to list the number of months the vacancy has existed.

The new requirement concerning building vacancies became effective July 1, 2026. The remainder of this section became effective July 7, 2026.
