• Adds charter and religious schools as participating institutions.
• Provides that the Treasurer serves as the chair of the board of directors.
• Removes the Governor's authority to designate a chair and vice-chair of the board of directors.
• Provides that public hearings for the issuance of bonds must follow requirements in federal law.
