Overview: Section 17.5 of S.L. 2026‑46 (House Bill 1094) authorizes the City of Durham to set a lower default speed limit of not less than 20 mph on municipal streets and to post gateway signs at entry points to the city, or designated areas in the city, rather than posting signs on each street. Currently, there is a general statutory default speed limit of 35 mph on streets inside municipal limits; however, a municipality may set a lower speed limit on streets that are not part of the State highway system only after conducting an engineering and traffic investigation.
The speed limit would be effective when an ordinance is adopted and appropriate signs are erected.
