Overview: Section 9B.7 of S.L. 2026‑41 (Senate Bill 257) allocates funds appropriated to the Department of Health and Humans Services (Department) to improve the administration of the Supplemental Nutrition Assistance Program (SNAP). The funding amount is $5,358,311 in both recurring and nonrecurring funds and associated receipts. The funds are to be allocated to:

  • The Division of Central Management and Support to fund improvements to the NC FAST system. This funding is subject to requirements and limitations that include using the funds to reduce the State's SNAP payment error rate and funding a contract with the Government Data Analytics Center.
  • The Division of Child and Family Well‑Being to fund four specific efforts to reduce the State's SNAP payment error rate.
  • The Division of Social Services to fund seven Continuous Quality Improvement Training Specialist positions, which are meant to increase training and technical assistance to support county departments of social services and their administration of SNAP.

No later than February 1, 2027, the Department is required to submit a report on the use of the funds to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division.
