Overview: Section 9H.7 of S.L. 2026-41 (Senate Bill 257) allocates $3,291,453 in nonrecurring funds for the 2026-27 fiscal year to the Human Coalition to fund its statewide continuum of care program, as expanded pursuant to Section 9G.6 of S.L. 2021-180.  The funds must be used for nonreligious purposes, and only up to 5% of the funds may be used for administrative purposes.

By December 1, 2027, and every six months thereafter, the Human Coalition must report the following to the Department of Health and Human Services (DHHS):

  • A detailed breakdown of expenditures for the program.
  • The number of individuals served by the program and the types of services provided to each person.
  • Any other information requested by DHHS.

By February 1, 2028, DHHS must report to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division on the status and operation of the statewide Continuum of Care Program. The report must include at least all of the information the Human Coalition is required to report to DHHS.

This section became effective July 1, 2026.
