Overview: Section 14.5 of S.L. 2026-41 (Senate Bill 257) prohibits the Department of Natural and Cultural Resources (Department) and any organization distributing funds on behalf of the Department from adopting or applying a policy to distribute public funding through the North Carolina Arts Council or the Grassroots Art Program that is based on the racial, ethnic, or cultural identities of a recipient organization's officers or the members of its governing board.
This section became effective July 1, 2026.
